NEW Grants.gov Guide for National Science Foundation

Presentation Team:

The National Science Foundation has released a new NSF Proposal & Award Policies and Procedures Guide (NSF07-140). This new guide is effective for proposals submitted on or after June 1, 2007. The document supercedes all prior versions of the GPG and GPM and can be accessed at NSF website.

Due to these changes, a new version of the Grants.gov information for the National Science Foundation submissions has been released and can be accessed at the grants.gov publication site for download.

Academic Research and Enhancement Awards (AREA)

Biology Faculty & Student in research lab:

The National Institutes of Health AREA grant program is intended for researchers at institutions that are not receiving significant amounts of NIH funding. This is an excellent program for faculty who have not received NIH funding previously. For an overview of the AREA program, please review a web presentation by Dr. Henry Khachaturian, of the NIH Office of Extramural Programs.

Foundation Center Database Search

Searching for Information:

The Office of Sponsored Research and Programs (OSRP) is now offering faculty the ability to find grant funding opportunities through the Foundation Center website. The procedure begins with a Foundation Center search request form that interested researchers will enter their applicable keywords or search terms and send the information to OSRP. Personnel within OSRP will then search the Foundation Center website to find grant opportunities based on those keywords and send the results back to researchers.

SPIN Matching And Research Transmittal Service (SMARTS)

SMARTS Database Search:

SPIN Matching And Research Transmittal Service (SMARTS) is an electronic matching and funding opportunity notification system which provides investigators with a direct and targeted electronic link to comprehensive, current, and available national and international research funding information. Terms like agricultural economics, child abuse/neglect, knowledge management, and teacher education, are among the thousands in the SPIN Thesaurus that can be used to keep up-to-date on funding opportunities in specific areas of interest.

Human Subjects Web-based Training

Students on Campus:

After reviewing other training programs available online, the University has contracted with the University of Miami for use of the Collaborative IRB Training Initiative (CITI) program for Human Subjects research. The CITI program is being used by approximately 165 higher education institutions and research organizations throughout the U.S. There are 22 modules in the Basic CITI course. Each module covers a specific aspect of human subjects research, e.g., History and Ethical Principles, Informed Consent, and Research with children. .

Animal Hazard Assessment Tool

Animal Hazard and Safety:

A Hazard Assessment Information Tool has been provided to all covered persons (faculty, supervisors, workers and students) to help them in knowing the risks and taking the necessary safety precautions when working with animals. Each person will simply choose the species they work with, and the hazards and related infomation sheets will be provided regarding the associated risks. .

Transitioning from PureEdge to Adobe Reader 7.0.9

Grants.gov PureEdge, and Adobe Reader:

On the grants.gov website, a PDF document describes a recent move pertaining to the transition from PureEdge to Adobe Reader 7.0.9 to be used to apply for grants. It seems that Adobe and grants.gov have developed Adobe Reader 7.0.9 to be used exclusively to submit grants through the system. Take a look at the FAQ document (PDF document) as it emphasizes using Adobe Reader 7.0.9 for submission of grants.

Grants.Gov and Microsoft Vista/Office 2007 Compatibility

Grants.gov and Microsoft 2007 Software Compatibility:

Grants.Gov, the government one-stop website for all research, search, and submission portal, has recently posted information concerning Grants.Gov's compatibility issues with Windows Vista and Microsoft Office.
Within their Frequently Asked Questions listing, they have published a PDF document outlining the various issues concerning using the new Office software suites with Grants.Gov. See further information on the compatibility issues that affects Grants.Gov.

Grants Resource Center (GRC) Workshop: Nov. 26-27, 2007

Grants Resource Center (GRC) Workshop:

The Provost and the Office of Sponsored Research and Programs are co-sponsoring a workshop for faculty and staff interested in pursuing external funding for research, education and service projects. The workshop will be presented by Dr. Richard Dunfee, Director, and Dr. Linda Anthony, Program Manager, of the Grant Resource Center in Washington, DC who will visit the University on November 26th and 27th.

They will share information about funding opportunities available from federal agencies and foundations, as well as the “do’s and don’ts” of proposal writing from the perspectives of sponsoring organizations and proposal reviewers. See further information on the upcoming workshop.

New Position: OSRP Proposal Development Specialist

OSRP Organizational Chart:

Sponsored Research has recently hired a Proposal Development Specialist (Ms. Debi Bick) who will take the lead in the development of proposal development especially among cross-functional colleges and departments. This position will assist faculty/staff in the editing and development of proposals, support the seeking of funding from external sources (foundations, government, companies), lead the preparation of grant agencies application forms and budgets for proposals, support the Foundation Database Search for faculty and staff, assist in the the development of cross-disciplinary grant-writing teams, and assist in the training of faculty/staff in developing competitive proposals.

New Credit Sharing Amendment

Cost Share:

Beginning on April 1, 2008, the credit for externally-funded grants will be shared by those who are named as Principal and Co-Principal Investigators (PI & Co-PIs) on these projects.
This credit sharing will occur in two ways. Distribution of Indirect Costs: In accordance with the Distribution of Indirect Cost Policy, the originating college/division, and department/center/unit for the PI and Co-PIs will receive a portion of the recovered indirect costs.
The basis for this distribution will be determined by a "Project Credit %" assigned by these individuals on the Internal Approval Form (IAF) when a proposal is submitted through the OSRP . These percentages should be based on the level of creative and project related effort to be dedicated by these individuals. Also, to be considered is the responsibility and effort that will be required of the PI and his/her home unit to administer the grant.

Retirement of OSRP Director

Retirement: Perks of an Active Bicyclist:

As of March 31st, Bill Alter, Director of Sponsored Research and Programs will retire from the University. Bill, who worked at Missouri State for 12 years, assisted scores of faculty and staff to achieve success in acquiring the funding needed to pursue their research and scholarly interests, as well as address the many educational and community service needs in our institution and community.
During this time, external funding for University-based projects increased from $7.6 million in FY 1996 to over $20 million in FY 2007. Progress to date indicates that FY 2008 will exceed previous totals. In reminising on those fruitfull years, Bill said, "The majority of the credit for all of these successes belongs to the faculty, staff and administrators who put forth the extra effort it takes to be successful in the very challenging world of grant-getting.
In addition, the encouragement and incentives developed by the President, Provost, Vice President for Research and Economic Development and the Deans have resulted in a greater number of proposals being submitted this year than we have seen in the recent past". We wish Bill all the best for the coming years!

Revised Internal Approval Form

New Internal Approval Form (PDF document):

As of April 1, 2008, a new Internal Approval Form (IAF; PDF) took effect. Submission of an Internal Approval Form is required for all proposals seeking external funding to support University-based projects. Changes in federal government requirements necessitate revisions, along with the implementation of the Credit-Sharing Plan that also is to be implemented on April 1, 2008 (instructions for the new IAF can be found below). The old internal approval form will no longer be accepted and all users are asked to save the new internal approval form to their desktop if needed.
The Internal Approval Form (IAF) is to be used for all proposals that are to be submitted to external organizations requesting support for research, education and service projects. This form is also to be used for submissions to external organizations requesting fellowships, travel funds and other types of support for individual faculty, staff and students where the University is to be the recipient of the funds.
The new IAF form is designed so that an applicant can enter the required information using either Microsoft Excel or Adobe PDF programs. A blank IAF also can be printed and completed by hand (see futher explanations on link below).

Copies of the IAF form can be downloaded or obtained at the Office of Sponsored Research and Programs in Room 407 of Carrington Hall. Applicants should download the Instructions (PDF document) for assistance in preparing the IAF.

Research Coordinators: Roles and Responsibilities

Research Coordinators:

As part of a renewed focus to provide greater involvement and support from colleges, a group known as the Research Coordination and Advisory Committee (RCAC), has been created to assist and encourage faculty and staff to pursue external funding to expand the University’s research, education, and public service activities.
It is the responsibility of this committee to;

Encourage and assist faculty to pursue external funding to expand the University's research and service activities,
Develop strategies that promote and faciltate proposal development and submission,
Assist the OSRP in informing faculty of policies and procedures related to federal regulations and other scholarly programs, and
Assist the Institutional Official for Intellectual Property in stimulating efforts to develop and commercialize innovation.

OSRP will provide coordination and assistance to the RCAC through the Proposal Development Specialist who is assigned as the primary point of contact.

Export Controls: Awareness and Training

Export Control Training:

With the growing need for researchers at higher education institutions to become aware of the Export Control regulations, the Office of Sponsored Research and Programs recently instituted an online training module that seeks to address the responsibilities all employees of the institution must adhere to as it addresses export control.
As an employee of Missouri State University, your responsibilities may require you to be aware of export controls or simply as one who has questions about the export control federal laws. These laws could affect the work in which you are involved, the security of intellectual property and research facilities, proper application of research activities, and upholding the laws of the country as it affects export control. To do this, you will require knowledge and awareness to become informed and this training module seeks to present you with those fundamental concepts of the export control regulations.
It is the policy of Missouri State University that, absent extraordinary circumstances, teaching, research, and service will be accomplished openly and without prohibitions or restrictions on the publication and dissemination of the results of academic and research activities. However, certain federal regulations may require the University to obtain licenses from the U.S. Departments of State, Commerce, or Treasury before allowing foreign nationals to access research involving specific technologies or before sharing research information with persons who are not citizens of the United States or permanent resident aliens.
The online training module comprises 10 modules ranging from the purpose of the export control regulation to understanding the penalities of violating the reagulation.

Grants Resource Center Grant Search Database

GRC GrantSearch Database:

The Grants Resource Center (GRC) has recently remodeled its GrantSearch platform to reflect changes to the interface and logic to better able greater number of relevant search results. While the previous search platform emphasized text search, the remodeled system will encourage the use of academic category searches making for more intuitive and stronger search categories.
The GRC database contains approximately 2,000 funding opportunities for which higher education institutions are eligible to apply or serve as partners. About three-fourths of the opportunities are federal. When conducting searches for members, the GRC staff supplements national private opportunities contained in GrantSearch with more targeted local opportunities contained in the Foundation Center database.
The new search platform will be available to all member institutions and their faculty to perform their own searches for grant opportunities.

New FAR 'Ethics Code' Requirements

Whistleblower and Ethics:

In a recent Research Compliance newsletter, it was noted that the federal government is now requiring all feder4al contractors and higher educational institutions that have received grants of $5 million and greater and for more than 120 days must have a formal code of ethics. Every researcher must have been given a copy and received training.
In addition requests for proposals that also ask for assurance that applicants will have a business code of ethics must be in place as well as appropriate posters that emphasize the ethics code.
Every institution is being encouraged to ensure they are in compliance through the required documentation both in print and online.
